Congestion charges with EV exemption

We should introduce congestion charges in the center of town to prevent people from using their cars at all times of the day. The charge should apply to all vehicles, especially diesel, but have reduced charges for electric vehicles.

Why the contribution is important

This will create more of an incentive for people to use electric vehicles over petrol or diesel and help to reduce pollution in certain parts of town.
